Dear Parents,
On behalf of the staff at P.224Q, I am happy to welcome you to the 2025-26 school year! We are looking forward to a productive partnership with you to ensure our children can achieve their highest potential. We recognize that in order to be successful in school, our children need support from both the home and school. We know a strong partnership with you will make a great difference in your child’s education. As partners, we share the responsibility for our children’s success and want you to know that we will do our very best to carry out our responsibilities. We ask that you guide and support your child’s learning by ensuring that they:
1. Attend school daily and arrives on time in or school uniform shirt, ready for the day’s learning experience
2. Complete all homework assignments given by teachers
3. Read daily to develop a love for reading and to improve literacy skills
4. Share school experiences with you so that you are aware of their school life
5. Know that you expect them to succeed in school
We are asking that you send in the following items with your child tomorrow.
1. Please sign and return the EMERGENCY CARD WITH AT LEAST 3 CONTACTS AND PHONE NUMBERS OTHER THAN YOUR OWN
2. Please sign and return the authorization to speak to outside agencies form
3. Please sign and return the consent to photograph, film or video tape form
4. Please complete the housing questionnaire
5. Please complete the Federal parent/Guardian Student Ethnic and Race Identification form
6. Please complete the comfort dog permission slip
NYCSA is another must have. NYC Schools Account (NYCSA) Portal will allow you to:

· report cards
· attendance history
· test scores
· transportation information
· IEP information

This draft outlines clear expectations around when and how cell phones and other personal electronic devices may be used in school, with the goal of minimizing distractions and ensuring that technology is used responsibly. We value your partnership and invite you to review the draft policy carefully, as your feedback will help us finalize guidelines that balance student needs, safety, and academic success.
P.224Q School-Based Policy on Cell Phone and Electronic Device Use
Effective Date: September 2025
In Accordance with Chancellor’s Regulation A-413
I.Purpose
This policy establishes clear guidelines for the possession, use, storage, and disciplinary procedures related to personal and school-issued electronic devices. It is designed to ensure the safety, learning, and well-being of all students, including those with disabilities, while promoting responsible technology use.
II.Definitions
For purposes of this policy:
-
Internet-enabled electronic device: Any device capable of connecting to the internet (e.g., smartphones, smartwatches, tablets, gps devices).
-
Bell to Bell School day: All instructional and non-instructional periods including arrival, dismissal, lunch, and recess. P.224Q Bell to Bell schedule is 8:00 AM-2:20 PM
-
School grounds: All school buildings and property, including buses, schoolyards, and off-site programs.
-
Parent: Includes legal guardians or custodial caregivers as defined by Chancellor’s Regulation A-101.
III.General Policy
-
Students may not use personal internet-enabled electronic devices during the school day unless explicitly authorized under the exceptions outlined below.
-
Use of school-issued devices is permitted when directed by staff for instructional or communication purposes.
-
Non-internet-enabled devices may be used as part of instructional supports if included in a student’s IEP or 504 Plan.
-
The school is not responsible or liable if a device is lost, damaged or stolen, that it is my child’s responsibility to take proper care of his/her device.
-
Each unit office will be equipped with LocknCharge Putnam 8 Gen 2 - cabinet unit
IV.Exceptions
Student use of personal internet-enabled devices is permitted under the following exceptions:
-
IEP or 504 Plan Accommodations – when outlined for instructional access or medical reasons and no DOE-issued device is available.
-
Medical Monitoring – use as prescribed by a licensed provider (e.g., glucose monitors with phone interfaces).
-
Translation/Interpretation – only when no other tools are available, and with staff approval.
-
Emergency Use – as determined by the principal/designee following parental communication.
V.Storage of Personal Devices
-
Students must turn off and store all personal internet-enabled devices upon arrival.
-
Devices will be stored:
-
In a designated locked storage box/bin in each unit office.
-
-
Staff will ensure access to stored devices during emergencies or as required for approved purposes.
-
All stored devices are returned at dismissal as student loads the bus or handed over to parent/guardian this includes any approved early dismissals as well.
VI.Parent Communication

In case of an emergency, parents may reach their child through:

Parents are not to call or text students directly during the school day.

We will be using the DOE Messaging application which offers multiple methods of communication such as emails, SMS text, and robocalls while seamlessly integrating with new and existing DOE applications. We can send real-tine notifications to mobile devices or desktop in case of an emergency. Please ensure your NYCPS account is up to date to ensure you receive DOE Messaging messages.
VII.Confiscation and Return

If a student violates this policy:
-
Staff will confiscate the device.
-
Parents will be notified by the principal or designee.
-
The device will be returned to the student at dismissal or to the parent if deemed necessary.
-
Repeated infractions may lead to progressive discipline (per Discipline Code).
VIII.Discipline
-
Progressive discipline will be applied in response to violations, emphasizing redirection and reteaching.
-
Students may not be suspended solely for using a personal device in violation of this policy.
-
Disciplinary actions will align with the DOE Discipline Code and student needs.
IX.Communication & Compliance
-
This policy will be:

Shared with all staff and families at the start of the school year and upon new student enrollment.

Posted on the school’s website.
-
Reviewed with students using accessible, developmentally appropriate methods.
-

Changes to this policy will be communicated in writing to all stakeholders.
X.Review & Development
This policy was developed in consultation with the School Leadership Team and is reviewed annually. It complies with Chancellor’s Regulation A-413 and recognizes the individual needs and supports required for students with disabilities.
I acknowledge receipt of the P224 Policy for cell phone, computing devices and entertainment systems. My child will not be bringing any of these devices to school.
OR
I acknowledge receipt of the P224 Policy for cellphone, computing devices and entertainment systems. I am also returning this cutoff.
My child will be bringing the following device(s) written in the box below to school and we are aware that they will be locked up from bell to bell.

Important Message
Attendance:
-
Students are expected to attend school every day.
-
95% attendance is recommended by the P. 224Q Attendance Committee. Good attendance has a high correlation to student success.
-
Parents are expected to call the school when a student is absent to inform us of the reason. If we do not hear from you, the school will contact your home.
-
A written note must accompany the child upon his or her return to school, as required by education law. A doctor’s note can excuse a student from an unauthorized absence.
-
An attendance teacher will be notified if a student is absent for three or more days and we are unable to contact the parent. In addition, after three days you will need to contact the bus company to reinstate pick up.
-
If a student is going out of town for an extended period you are required to put in writing where the student is going, for how long they will be away and leave a phone number where contact can be made even if it is out of the country.
